協働の資金的枠組み
名和田先生の続き。
協働で住民のボランティアによりコスト削減を図るにしても、活動資金は必要である。その資金的枠組みを考えておくべきである。大きく３つの方法がある。
１．行政が税金を原資として用意する補助金や委託金（指定管理者制度を含む）。
２．民間の寄付を上手く誘導して、新しいアイデアを持った市民の取り組みに資金を流していく。
・「神奈川こども未来ファンド」（こうしたことにとりくむNPO）
・横浜市の「よこはま夢ファンド」地方公共団体が免税の特典を生かして寄付金を集める
・市川市の「１％支援制度」
３．地域の課題を地域住民が主体的にビジネスの手法を用いて解決する取り組みであるコミュニティビジネスを政策的に支援する仕組みをつくる。
